As eight of the nation's largest environmental groups, we are making this unprecedented
plea for your immediate help to: 1) stop Congress' destructive back-door attacks on our environment;
and 2) help protect America's special places from sprawl and development. We need your help in these
vital battles by communicating your support to the President.
Despite overwhelming popular support
for environmental protection, efforts to weaken our landmark environmental laws continue. Anti-environmentalist
forces in Congress have launched a succession of destructive back-door attacks by burying damaging provisions
- called riders - on must-pass budget bills in the dead of night, usually without public hearings, open
debate, or public votes.
At this moment, there are more than 40 destructive anti-environment riders
that threaten wetlands protection, our National Forests, control of global warming, air pollution, wildlife,
and controls on mining and grazing on public lands.
As we approach the millennium, it's time to
demand that our decision makers in Washington stop these stealth attacks on the environment, and move
forward to protect and preserve what remains of the natural grandeur that has helped to define us as
a nation.

PETITION TO PRESIDENT BILL CLINTON
I am writing to you about two of the greatest environmental
challenges facing our country today ... Congress' destructive back-door attacks on our environment, and
the need to further protect America's special places from sprawi and development.
Congress now
makes a regular practice of attaching destructive riders to must-pass budget bills, attacking our environmental
protections in the dark of night, usually without public hearings, voting or debate. More than 40 such
attacks are now pending in Congress on dozens of vital environmental and conservation issues.
It
is time for our nation to move forward, rather than backward, on our environment. We are losing millions
of precious acres of wildlife habitat, forests, pristine coastal areas, open space, and farmland every
year to sprawl and uncontrolled development. Across the country, historic structures are in disrepair,
parks are deteriorating, and wildlife is declining. America is losing its wild and special places.
You have often fought for the environment and I ask you to do so again on these two priority issues.
Please do everything in your power to stop anti-environmental riders. And please make it your highest
priority to accelerate long-term efforts to protect and preserve - through land acquisition and other
means - our natural heritage. Mr. President, please also say "no" to any weakening of current federal
conservation efforts while making protection of our special places a permanent top priority for our nation.
